This problem can be looked into, can be amplified. For example suppose that there is a calamity and the police would like to talk to the army, but then the police have got a different set of equipment working on some standard, the army has got a different set of equipment equipments of different standards. And they are not in the position to interact with each other, which is necessary.
Therefore what we really need, when we want to communicate over one set of equipment to other set of equipment, what we need is a new radio environment. The environment which has been in existence for large 70 years or so is the superhet architecture, but then in superhet architecture what one had is that you bring the signals to the air and do the processing, so below air the systems could be common. Today we have much more functions, we have complexity of components and designed rules, and also demand for flexibility has increased today, and we would also like to provide seamless multimode networks, and corresponding services, say multimedia requirements for desktop and laptop or seamless integration of PC. All this will need different kind of radio environment.
